Apply Level Commissions for Nil Sales Commission

To apply the level commission on orders with nil sales commission: Go to the Multi level tab. 

Here, go to the Settings section > Enable the "Apply Level Commission even when sale commission is nil" option.

After this, the level commission will be calculated on sales, even when the sales commission is nil.
